San Te walked casually down the street of the plaza. He wore a blue short sleeved frog-button shirt with black pants and black slip-on shoes. He smiled as he walked through the area. It was a nice sunny day and people were enjoying themselves, something he continually took pleasure in. He saw a small rabbit-mousy man going to people left and right trying to entice them to his shop he had to the side.
The man as said was small and mousy, but he also looked slightly desperate which San Te could not deny. This city had that way of doing that to people. He had originally intended to ignore the man and keep up that image of a diplomat who didn't care about the people.
Of course nothing ever goes to plan.
As he walked closer several men had walked over to the small man. Each were dressed in gaudily colored clothes but San Te knew what those colors meant. They were Tong-men; gangsters for the ones who offer "Protection" in Republic city, he didn't know who they worked for but he knew they were benders. Bender tongs had been a problem in Republic City. which is why San Te spent a lot of his time there.
"What did we tell you last time you were here Mou?" One of the tong members said. A small man just like the other whom he addressed as Mou.
"B-b-bu-." The man stuttered to respond but the other small man interupted furious.
"I TOLD YOU!" He began, "That you can only peddle you wares, ONLY," He pasued after his only, "When you can pay like the other people here."
"But I have nothing to p-!" Mou was interupted once again,
"Then you don't work the plaza!" The other yelled and nodded to one of the bigger men who stamped their foot and a chunk of Earth popped into the air.
San Te inwardly growled and moved over quickly. "Whoa, whoa, whoa!" He said standing between the men and the gangsters.
The men looked confused at this crazy short haired man standing between them and their business. "Hey guys calm down." He said with his arms up and out at them. "There's no reason to be this angry over something so small as money." San Te said. The smaller man whom San te could see had a very thin moustache and for some reason very ferret-squirrel features.
"Small?" He asked incredulously. "You're one of them rich people ain'cha kid?" He added.
"Well I don't know about rich but-."
"Money ain't small to those who ain't got it kid!" The man exclaimed. He glared at San Te for a moment,
"Well..." San began trying to think of what to say, "How is this man supposed to pay you the money he supposedly owes you if you're not going to let him work to earn that money?"
The glare of the man soon turned into an opportunitic stare of contentment. "Hmm...You pose a good point kid." He said smirking, "Mou, you can work today." The small man had a moment of relief but which soon turned to concern for San Te who could not see that he was being looked at by the man. He had still been looking at the man in front of him who was now pointing at him with his index finger and fire coming out as well.
"Because you're paying for his right to work here."
Inside San Te was burning but outside he was looking meek and worried. "Uhmm...well..."
